Jeshi la Polisi Mkoani Kilimanjaro linawashikilia watu watano akiwemo mfanyabiashara na baadhi ya viongozi wa dini la kiislamu kwa tuhuma ya kugawa vipeperushi na vitabu vyenye ujumbe wa kuhamasisha watu wasishiriki sensa ya watu na makazi 2012.
Taarifa za kukamatwa kwa watu hao zimethibitishwa na Kamanda wa Polisi mkoani humo, Robert Boaz na Mwenyekiti wa Kamati ya Ulinzi na Usalama ya Mkoa, Leonidas Gama.
Akizungumza na waandishi wa habari, Gama ambaye ni Mkuu wa Mkoa wa Kilimanjaro, alisema wapo watu kwenye wilaya za Mwanga, Same na Moshi wamekuwa wakisambaza vipeperushi na vitabu vyenye ujumbe wenye lengo
la kukwamisha zoezi la sensa.
“Serikali itawachukulia hatua za kisheria wote ambao watathibitika kuzuia zoezi la sensa kufanikiwa ikiwa ni pamoja na kushawishi watu wasihesabiwe…katika wilaya hizo kuna dalili mbaya kwani elimu chafu inaenezwa sana, vyombo vya usalama vipo macho na wote wanaohusika watachukuliwa hatua kwa mujibu wa sheria za nchi” alisema Gama.
Alisema watu hao wamefika hadi hadi kwenye taasisi za waislamu na kuwahamasisha wasishiriki zoezi hilo na kuonywa kwamba serikali ipo macho katika kukabiliana na watu wanaoendesha harakati za kukwamisha zoezi hilo.
Akionyesha vipeperushi hivyo vyenye vichwa vya habari visemavyo;

THE PASSING OF NEIL ARMSTRONG, THE FIRST MAN ON THE MOON

Neil Armstrong, the first man to walk on the moon, has died aged 82.
His
family said they were "heartbroken" by his death and called him "a
reluctant American hero who always believed he was just doing his job."
They said he died from cardiovascular surgery complications following a heart bypass earlier this month .
President Barack Obama hailed the astronaut as a "great American hero".
As commander of the Apollo 11 mission in July 1969, Mr Armstrong became the first human to set foot on the moon.
Moments
after setting foot on the lunar surface, he uttered the famous quote:
"That's one small step for man, one giant leap for mankind."
The 38-year-old then spent nearly three hours walking on the moon with Edwin "Buzz" Aldrin.
As news emerged of his death, tributes poured in for the man dubbed one of America's greatest heroes.
Buzz
Aldrin tweeted: "On behalf of the Aldrin family we extend our deepest
condolences to Carol & the entire Armstrong family on Neil's
passing. He will be missed."
Michael Collins, who flew to the moon with Mr Armstrong, said: "He was the best, and I will miss him terribly."
Republican presidential candidate Mitt Romney said: "I met and spoke with Neil Armstrong just a few weeks ago.
"His passion for space, science and discovery, and his devotion to America will inspire me through my lifetime."
The
US space agency tweeted: "Nasa offers its condolences on today's
passing of Neil Armstrong, former test pilot, astronaut & the 1st
man on the moon. Neil was 82."
Astronomer
Sir Patrick Moore said: "As the first man on the moon, he broke all
records. I knew him well. He was a man who had all the courage in the
world."
Physicist
Professor Brian Cox tweeted: "Sad to hear about death of Neil Armstrong.
I do think Apollo was the greatest of human achievements. For once, we
reached beyond our grasp."
Former
astronaut Tom Jones, who completed four space shuttle flights between
1990 and 2001, told Sky News: "Mr Armstrong was one of the astronauts
that was my hero when I was growing up and I watched his initial landing
on the moon in 1969 with incredible interest.
"I
wanted to do exactly what Neil, and Buzz, and Mike Collins were doing
that time. I hoped that one day I would have the chance to participate
in the space programme.
"He really was an inspiration to an entire generation of people."
He
said meeting Mr Armstrong had been a "dream come true" and described
being "star struck" by the chance to meet and work with his idol.
"He's a very unassuming and friendly person when you get to know him in a professional setting," he added.
Jamie
Burgess, from the National Space Centre, told Sky News: "It's extremely
sad news. It's a terrible shock to the science community. He will be
sorely missed."
An
estimated 600 million people watched and listened to the first moon
landing, the largest audience for any single event in history.
Mike
Cruise, professor of astrophysics and space research at the University
of Birmingham, said: "The people at the front of the race always have to
tread on new ground.
"He led the whole world into a space era of greater proportion than has been achieved by satellites.
"You
wonder when his first steps will be followed up. It must have been very
awe-inspiring to step on to, essentially, a new planet."
Mr
Armstrong and his wife Carol married in 1999 and made their home in the
Cincinnati suburb of Indian Hill, but he had largely stayed out of
public view in recent years.
He
spoke at Ohio State University in February at an event honouring fellow
astronaut John Glenn and the 50th anniversary of Mr Glenn becoming the
first American to orbit the Earth.

independent, what was our major ambition? Our major ambition was
obviously to survive as a nation. We have survived as a nation, we have
consolidated ourselves as a nation, and we have consolidated our

practical, raising standards of living, increasing education, and so

Nyerere: Any settlement. Any settlement on that basis would be a sell-out. Handing over five million people to the good will of a tiny minority, and believing that this minority at some future date will hand over power to the majority. It doesn't happen.
Q: You said in Sepetember this year in this report, Tanzania has paid a heavy price in econmoic aid for her stand on these matters. But neither in relations to Britain nor any other country have we wavered on the policiies we believe to be right because of our desire to develop our country at maximum speed. Have you ever doubted?
Nyerere: Have I ever doubted our policy? Never.
Q: But you have paid a price?
Nyerere: Well surely you must pay a price for your freedom, if it is really freedom. If we wanted to remain a colony we could have remaind a colony. As a colony our responsibilities wouldn't hold. I got my grey hair in our second year of independence. My hair was balck, completely black when we became independent, and in two years it had gone grey, because of some of the problems of independence. If you don't want the problems of independence don't become indpeendt. But independence must mean...plus the problems of being independent.
Q do you think that the freedom fighters will succeed?
Nyerere: Why not? If we didin't belive they will succeed then there is no point in fighting is there? There's no point in the struggle is there? Unless it is a kind of religion. There's not point in struggling for freedom unless you believe you are going to win. and if we believed these people are wasting their time, why should we be working to get support for them throughout the world. We are trying to get th world to understand this problem in southern Africa, and to understand that these people are struggling for human rights, and they must be helped until they win. If we didn't believe they have a chance of winning there is no use helping them, or trying to get ther world to help them.
Q: now this is the last final question. Mr. Karalov has suggested that you have been translating William Shakespeare to Swahili. Have you yourself been writing any poems?
Nyerere: No. Not poems in that sense, not poems in that sense of William Shakespeare. Everybody. have you ever written some verse? Everyboy, every literate person has written some verse. So that's all. This question of Shakespeare is really [classy?] you have read shakespeare, so have I. Some. I have not read Shakespeare, I have read one or two books, not more than one or two books. And then sometimes I, because of my interest, not so much because of my interest in Shakespeare, but in Swahilii. I have translated some bits of Shakespeare into Swahili because of my effort to learn Swahili rather than to translate Shakespeare.

yes,
I have had bones to pick with India, but fully agree with this response
by the un-named writer re Oprah's dismay. Shabash, bravo, lady! Oprah
needs to go to some other countries where millions still use their
hands, even if cutlery is available. Eating with cutlery is not a
criteria of a civilised society. Now, as my Irish friend says, now I am
thinking, how does Oprah eat her hamburger, ice-cream cones, popcorn,
and such.
Does Oprah use her feet to hold her cutlery... Hmm.
This is what happens when media people are considered experts on societies...

Dear Oprah,
Even as I try to wrap my head around your amazingly presumptuous statement, your host breaks into a huge grin and says "usually we use only one hand to eat." Good god. But there's laughter around the table. You will soon realise that food humour is the best kind of humour in India, next only to toilet humour.
The upper-middle class family you visit offers you a thali, an assortment of food that in India is considered a filling and balanced meal. The man of the house points to a green lump in the corner. "That's okra." "This? This is okra?"
Only, in India we call it ladies finger. In fact, if vegetable vendors had their way bhindi would join bandobast in the English dictionary any day. I am mildly thankful to you for not referring to it as gumbo, which I am sure would have baffled millions watching the spectacle that you made of our way of life.
You are helplessly disarming when you ask your host to show you how to eat with your hand. "I have never eaten with my hand but I can try." They fall over each other to oblige. Use one finger to hold the bread (puri) down and tear like this. Now dip it in anything you want. See? So easy.
Oprah, you brave, brave thing, you are now one of us. Millions of us risk infection every day to eat food with our hands. When a child is born we teach it to eat with the hand. In the desolate, backward hole we live in, this is considered perfectly normal. Our table manners are minimal but they do not include humiliating our host with a question that plainly indicates our backwardness.
We, the Indians who amaze you with our resilience and our sparse lives in 10x10 slum chawls, have always thought you were well travelled, well read and well spoken. How do we know? We watch your show of course. We have had cable television revolution since 1992. Poverty is an inseparable part of India, you say, and seek out the human stories that make the grind bearable.
But which India have you come looking for? The one that shops at state-of-the-art supermarkets and vacations abroad or the one whining about their misery in tiny holes of homes with LCD televisions on the walls? The India that scrapes by with $200 a month but sends its children to subsidised government schools to pick up fluent English? The India of your press information - fascinating, with its many-headed goddesses and grimy, naked children playing by roadside hovels - or the India of the future - an economic superpower that looms large outside the range of an average American's myopic vision?
Oprah, your comment about eating with the hand is really not that big a deal to us; we are used to gross Western ignorance regarding our ancient country. But as a responsible public figure about to air a show that will be beamed across the world, you should have done your homework. Using our hands to eat is a well established tradition and a fact none of us are ashamed of. Our economic distinction has nothing to do with it. A millionaire here eats the same way a pauper does. You have been to Asian nations. You should know that.
In fact, we scoff at people who try to tackle their pizzas and rotis with cutlery. In one sweeping, general statement you linked the usage of cutlery to our progress. If anything, the mockery brings out in sharper focus the underlying insecurity and the latent threat developed nations sense from third world countries such as ours. Do you say you did not mean it as an offence? It is then an abominable insensitivity to Indian hospitality.
I am a part of the nation that struggles to give its people a livelihood and sometimes fails to even provide basic amenities such as a shower head in their bathrooms (gasp!). Don't even get me started on our problems; you will miss your flight back. We have seriously twisted issues but shooting innocent people at random inside a cinema theatre is not one of them. Our problems are generically different from yours. But we don't make a spectacle out of yours. That's the difference.
You have become the butt of jokes here, some well deserved, some not so much. Did you think the idea of 'India' is the culmination of an Algebraic equation? You are not alone in this sweeping ignorance and larger insensitivity. But you are a powerful brand ambassador of America that tries to make sense of Indians. If this is the level of awareness you bring to our country, and the half-informed truths you take back, I feel apprehensive for the people you influence.
Yes, we eat with our hands and it's high time we stop eating out of yours.

Jambo hili lilipogunduliwa ETI likarekebishwa na srikali. Tangu UHURU 9/12/2012 mchezo huu umeendelea kuchezwa na Wakristo dhidi ya Waislam kwa sababu huko nyuma Mwalimu Lila alithibitisha hili. Watanzania hatupendani kama makundi tofauti ya imani tofauti. Ukweli huu wa kubaguliwa kinaga ubaga (kwa kufelisha Waislam) kunawafanya Waislamu wajisikie ni raia wa Daraja la 10 na wala sio la Pili nchini mwao. 8. Katika Baraza la Maulid la mwaka 2012, kauli ya Rais wa sasa wa Jamhuri ya Muungano wa Tanzania, Rais Jakaya Mrisho Kikwete mjini Dodoma kwamba ETI Waislam hawajaomba RUZUKU hizo ni tusi kubwa kwa sababu ushahidi upo dhahiri wa maandishi wa Waislam kuomba Ruzuku hizo mwaka 1961. Jambo hili alilofanya Rais Kikwete kwa Waislam linafanana na kauli ya Mwanasheria Mkuu wa Serikali Andrew Chenge alipotamka mwaka 2010 kwamba shilingi zaidi ya bilioni mbili ni vijisenti tu. Tofauti ni kwamba Kikwete katukana Asasi nzima ya Uislam (kama mfumo wa maisha); wakati Chenge alitukana Watanzania kwa ujumla wao; masikini na matajiri pia. 11. Katiba mpya iweke ibara zitakazotoa usawa katika kutoa ruzuku au ifute ruzuku zote husika. Isiegemee upande mmoja. 12. Habari zote chanya za Waislam kufumbiwa macho na vyombo vyote vya habari nchini – Viwe vya umma au vya binafsi. Kinachotangazwa kuhusu Waislam ni upotoshaji wa habari zao, sana sana kwamba Waislam ni waanzilishi wa vurugu na kwamba hawataki maendeleo. 13. Habari zote chanya za Wakristo kupambwa kwa vichwa vya habari vilivyokoloea (screaming headlines) na kuzificha zile zilizo hasi kwa wasomaji ili ionekane kwamba Wakristo ndio wapenda maendeleo na hawana matatizo wala migogoro baina yao katika Dhehebu mojamoja au kati ya madhehebu tofauti. 14. Tabia ya Asasi nyingi za Umma kupanga mikutano yao muhimu sana ya maamuzi (Kama ya Bodi, ya Mabaraza ya wafanyazi, ya Wadhamini, n.k.) siku za Ijumaa ili AIDHA Waislam wasiihudhurie; au muda wa saa moja watakapokuwa na udhuru wa kwenda kusali, ndio maamuzi yatayowaathiri vibaya; au maamuzi mazito yawahusuyo yachukuliwe. Huu ni ubaguzi mbaya wa kumuengua mjumbe Mkutanoni kwa sababu ya imani yake. Yaani Muislam achague abaki mkutanoni ili atetee masilahi yake ya kidunia au akaabudu Mola wake na aachane na mambo yamhusuyo yeye na jamii yake duniani. Huu ni ubaguzi USIOONEKANA. Lugha waitumiayo wajumbe wa imani nyingine katika mikutano kama hii ni kwamba “Sacrifice Ijumaa hii tu” maana yake “fuata njia na utamaduni wangu na achana na huo wa kwako”. Mikutano hii muhimu isipangwe siku za kuabudia dini yoyote katika sala za pamoja (congregational prayers). Huu ni ubaguzi wa kimya kimya dhini ya Ibara ya 13 ya Katiba ya 1977 kwa ujumla wake. 15. Walimu wa Kikristo toka Chekechea, Msingi, Sekondari hadi Vyuo Vikuu kuwa na tabia ya kuwanyanyasa, kuwabagua, kuwatweza, kuwadharau, kuwapuuza, n.k. wanafunzi wasio wa dini yao. Siku hizi hata wanafunzi wa shule za misingi huliongelea jambo hili. Maana yake ni kuwa wanafanyiwa ubaguzi huo kwa dhahiri na sio kisiri tena. Watoto wanajengewa chuki baina yao yaani wa dini moja na wa dini nyingine, dhidi ya Ibara ya 13 ya Katiba ya 1977. 16. Shule za Kikristo zinakaribisha maombi toka kwa wanafunzi wa dini zote kwa kigezo cha kuziendesha kibiashara bila ubaguzi wowote. Kivitendo; shule hizi; kama ilivyokuwa shule za Mkoloni na za Makanisa toka kabla ya Uhuru; zinalazimisha Waislam kula nguruwe na kutowahudumia wakati wa hitajio maalum la mwezi wa Mfungo wa Ramadhani, na kuwapiga mafuruku kushiriki katika ibada ya pamoja ya Ijumaa. St. Scholarstica (iliyopo Moshi) ni mfano mzuri sana wa hili kwa sababu jirani yangu aitwaye Abdulrazak Luwinzo watoto wake wawili wanasoma huko na wamemsimulia hili lililowakuta mwezi wa Ramadhani ulioishia tarehe 20/8/2012 (kwa kuwa watoto wamerudi wamekondeana kwa likizo ya Sensa ya 2012), na yeye amenisimulia mimi jana tarehe 19/8/2012. 17. Tabia ya Ukristo kung’ang’ania kuwa siku ya mapumziko ni Jumapili tu wakati watu wa dini nyingine wana siku zao za mapumziko ambazo hazitambuliwi kama siku za mapumziko kama Ijumaa kwa Waislam. Na wala haitoshi kutoa muda wa kwenda kuabudu/sala kwa pamoja kwani hiyo hailingani na kutoa mapumziko kwa siku nzima. Wakristo na wapumzike Jumapili na Waislam wapumzike Ijumaa. 18. Katiba mpya iseme wazi uhuru wa kuchagua siku ya mapumziko kwa imani zote. 19. Tabia ya Wakristo kukataa katakata uanzishwaji wa Mahakama ya Kadhi nchini Tanzania kwa mujibu wa imani ya Dini ya Kiislam. Wakati nchi ya Tanzania imerithi mfumo wa sheria za Kikoloni za Dola la Uingereza ambalo sheria zake zimetokana na chimbuko la Kanisa (Ecclesiastical courts) na ndizo zitumikazo kwa watu wote; lakini Dola kwa shinikizo la Wakristo, linapuuzia dai la Waislam la kuwa na Mahakama yake ya Kadhi iliyokuwepo huko nyuma (kabla ya kuvunjwa miaka ya sitini – 1960s) na ikigharimiwa na Dola. Usawa wa kuhudumia watu wake unapotea wakati sheria za Tanzania zimerithi mfumo wa sheria za Kanisa na Waislam wanakataliwa Dola yao isigharimie Mahakama yao kana kwamba hawachangii kodi zao. 20. Katiba mpya iandike kuruhusu kuwepo kwa Mahakama ya Kadhi itakayogharimiwa na Dola kama ilivyokuwa huko nyuma na mambo yalikwenda vizuri kwa imani zote. 21. Tabia ya Wakristo wengi kukasirikia Vazi la Stara la Kiislam kana kwamba wameligharimia wao linawakera sana Waislam. Wengine wanafikia hata kuwaita Waislam hao (pamoja na mimi) na “kuwanasihi” waache au wabadilishe vazi hilo ili wavae kama wanavyovaa wao. Kwa Waislam vazi hilo ni sehemu ya Ibada. Wasijisikie vibaya watu wa dini nyingine kutimiza amri za Mola wao ili mradi hawavunji sheria hizo za Dola za urithi wa Kikanisa. 22. Kuruhusu MAPAMBIO [nyimbo za kidini ya kikristo] hata katika shughuli/tafrija za umma zilizoandaliwa na serikali ambako haitakikani kuwa hivyo kwa sababu serikali haina dini. Badala yake pasiwepo hata nyimbo kama hizo zinazoingiza hisia ya kubaguliwa kwa watu wa imani nyingine. 23. Katiba mpya iseme kwamba jambo hili ni marufuku. 24. Pendekezo la kuingiza katika Katiba Mpya jingine ni kuwa midhali Tanzania kwa mahesabu ya sense ya sasa ya “kusadikika” ni kuwa tuko wananchi wa imani kuu mbili wenye asilimia sawa (asilimia 32 kwa 32), basi Katiba Mpya iseme kwamba katika kila Nyanja ya Utumishi wa Umma pawepo na uwakilishi wa 50-50 ili kuondoa hizi hisia za kubaguliwa, kubaguana, chuki za dhahiri na za siri dhidi ya Waislam wa Tanzania. 25. Mambo yote haya yana haki zote za kuwekwa wazi na kuzungumzwa na kujadiliwa kinaga ubaga, bila ya kuficha kitu ili kila mtu ayafahamu na ajue kisa na sababu ya watu wa imani moja katika Jamhuri ya Muungano wa Tanzania wanadai haki zao kila uchao; haki ambazo hazitimizwi na serikali yao. 26. Historia inatufahamisha fika kwamba hakuna haki inayopatikana hivi hivi tu bila ya kudaiwa. Na hivyo mimi ni Muislam wa Tanzania na ndio natumia haki hii ya: KUTOA MAONI JUU YA KATIBA MPYA KUTOA DUKUDUKU NA MADAI YA HAKI ZANGU ZA MUDA MREFU ZISIZOTEKELEZWA na serikali.; kwa kudai haki zangu katika njia hii. YA KATIBA NA. MOJA – 20/8/2012
Ibara
Na. 1 ya Katiba ya 1977:
Napendekeza Tanzania
iwe nchi ya mfumo wa “Federation” rasmi ili kuondoa kero na manunng’uniko yote
ya pande zote mbili za Muungano. Kwamba
nchi ya Tanganyika ipatikane kama
ilivyokuwa zamani kabla ya tarehe 26/4/1964, na iwe nchi kamili. Zanzibar tayari ipo na iendelee kuwa nchi
kamili.
Nchi hizi mbili
zipige kura ya Maoni [Referendum] ili watu wake waseme endapo wanataka
waendelee kuwa katika Muungano au waachane na mfumo huo. Ili endapo zitakubaliana kuwa na Muungano,
nchi hizi zikutane katika Federation ya Tanzania [TZ] (au jina lolote
litakaloamuliwa na wananchi). Binafsi napendekeza jina hilo hilo libaki lakini
tukiwa katika Federation.
Kwa hiyo Dola ya TZ iwe ni muungano wa nchi mbili
zilizo huru za Tanganyika na Zanzibar.
Hata nchi nyingine yoyote itakapo kujiunga na TZ ruhsa; endapo tu itakubaliana na matakwa
ya watu wa TZ, huenda hilo likawa ndio chimbuko la Muungano wa Nchi za Afrika
(United States of Africa).
Mtindo huu wa DOLA
utasaidia kuzihamasisha nchi nyingine za jirani Barani Afrika kutamani kujiunga
katika Federation yetu; endapo tu tutaendesha mambo yetu kwa kufuata HAKI na
UTAWALA WA SHERIA.
Kwa wakati huu
niandikapo maoni haya (20/8/2012), nchini Tanzania hakuna haki tangu tupate
UHURU tarehe 9/12/2012. Hii ni kwa
sababu sehemu moja ya jamii ya Watanzania imejilimbikizia haki ya kuamua nchi
iendeshwe vipi na hivyo kuwafanya watu wa sehemu ya pili kuwa kama raia wa Daraja
la Pili ndani ya nchi yao.
Mifano ya
kuthibitisha jambo hili ni mingi mno na kwa uchache niliyowahi kuithibitisha
binafsi (kwa kunitokea mimi mwenyewe au kwa kuisoma katika maandiko ya
kitaaluma) ni kama ifuatayo:
1.
Hulka ya wafuatao imani ya Kikristo ya
kufundishana chuki dhidi ya watu wenye imani za dini nyingine; hasa Waislam. Hili linathibitishwa na mifano kadhaa
ifuatayo.
2.
Tabia ya ukiristo kujikita katika
mamlaka za utumishi wa umma na kulazimisha nembo zao kutumika maofisini na
hivyo kuwafanya watu wa dini nyingine kujisikia kubaguliwa kwa makusudi; jambo
linalopingana kabisa na Ibara ya 13 (1)
ya Katiba ya 1977. Mfano dhahiri wa
jambo hili ni kupamba Maofisi ya Umma wakati wa sikukuu kwa alama za Krismasi
[Miti mikubwa Sebule za Ofisi na kuipamba kwa “Chrismas Carols” na kutoa zawadi
za pombe kwa maofisa mbalimbali maofisini]; kuweka “Compact Disks” [CD] za
miziki ya dini ya Kikristo wakati wote maofisini na kuiliza kana kwamba
wawekaji miziki hiyo wako Kanisani au wako majumbani kwao badala ya Ofisi za
Serikali ISIYOKUWA NA DINI.
3.
Nyimbo hizi na alama nyingine kuwekwa
wazi maofisini kunakiuka kwa uwazi Ibara ya 3(1) inayotamka kwamba Jamhuri ya Muungano wa Tanzania ni nchi isiyokuwa na
Dini.
4.
Ndani ya Katiba Mpya, mambo haya yaandikwe
na yapigwe marufuku kwa sababu yanawabagua Watanzania kutokana na imani zao.
5.
Mwezi Mei, 2012 usahihishaji wa
mitihani ya Wanfunzi wa Kiislam ulichakachuliwa na wanafunzi hawa wote
wakaonekana wamefeli somo la “Islamic Knowledge” ili wasipate sifa za kuweza
kuomba kuendelea na masomo ya juu zaidi.
Jambo hili lilipogunduliwa ETI likarekebishwa
na srikali. Tangu UHURU 9/12/2012 mchezo
huu umeendelea kuchezwa na Wakristo dhidi ya Waislam kwa sababu huko nyuma
Mwalimu Lila alithibitisha hili. Yeye
akiwa kama mmoja wa wasahihishaji wa mitihani ya wanafunzi wa sekondari,
aligundua watahiniwa wa Kiislam wanakatwa maksi zao na kufelishwa kwa makusudi
mazima na alipouliza wenziwe katika jopo la Wasahihishaji alijibiwa kuwa “hivyo ndivyo tunavyofanya katika kipindi
cha misimu yote ya kusahihisha mitihani, kwani wewe hujui?”. Alipolalamika hakuna kilichofanyika.
6.
Waislam walipolalamikia hili, Rais
aliyepita Benjamin William Mkapa (1995 -2005) aliwahi kusema kwamba zipo sababu
za kihistoria kwamba wasomi wengi zaidi nchini Tanzania ni Wakristo kuliko
Waislam na kwamba anataka apelekewa ushahidi (empirical evidence) kama kweli
Waislam wanafanyiwa madhila haya makusudi ili wafeli. Je, ni ushahidi gani
zaidi alioutaka Mkapa zaidi ya ule wa Mwalimu Lila? Serikali haikufanya lolote
baada ya kugunduliwa hili. Imelipalilia
na kulikubali liendelee.
7.
Jambo la kuwa Watanzania tunapendana
binafsi; Watanzania tuna umoja wa kwenye damu kwa kuoleana kokote nchini
Tanzania; Watanzania tunaoana japo kuwa tuko katika dini tofauti; yote ni kiini
macho cha kupendezesha baraza; mapenzi haya hayako moyoni mwa Watanzania. Watanzania hatupendani kama makundi tofauti
ya imani tofauti. Ukweli huu wa
kubaguliwa kinaga ubaga (kwa kufelisha Waislam) kunawafanya Waislamu wajisikie
ni raia wa Daraja la 10 na wala sio la Pili nchini mwao.
8.
Kusutwa kwa nafsi ya Rais Benjamin
William Mkapa na kuruhusu kutolewa majengo
ya Umma ya Chuo cha Shirika la Umeme Tanzania (TANESCO) mjini Morogoro, mwaka 2004 kuwa Chuo Kikuu cha Waislam, hakusaidii kufuta
makovu ya madonda ya madhara na madhila yanayowapata Waislam ndani ya nchi
yao.
9.
Kitendo cha Serikali ya Jamhuri ya
Muungano wa Tanzania kushindwa kuwa na asasi zake yenyewe za kuhudumia Umma wa Watanzania wote na
badala yake kutoa RUZUKU (zitokanazo na
kodi za Watanzania wote) maradufu kwa Wakristo kujijengea huduma hizo na kuwa
ni mrija wa utajirisho wao; kwa kuwa huduma hizi ni za kibiashara; ni ubaguzi mwingine unaohisiwa kwa uchungu
sana na Waislam.
10.
Katika Baraza la Maulid la mwaka 2012,
kauli ya Rais wa sasa wa Jamhuri ya Muungano wa Tanzania, Rais Jakaya Mrisho
Kikwete mjini Dodoma kwamba ETI Waislam hawajaomba RUZUKU hizo ni tusi kubwa
kwa sababu ushahidi upo dhahiri wa maandishi wa Waislam kuomba Ruzuku hizo
mwaka 1961. Jambo hili alilofanya Rais
Kikwete kwa Waislam linafanana na kauli ya Mwanasheria Mkuu wa Serikali Andrew
Chenge alipotamka mwaka 2010 kwamba shilingi zaidi ya bilioni mbili ni
vijisenti tu. Tofauti ni kwamba Kikwete
katukana Asasi nzima ya Uislam (kama mfumo wa maisha); wakati Chenge alitukana
Watanzania kwa ujumla wao; masikini na matajiri pia.
11.
Katiba mpya iweke ibara zitakazotoa
usawa katika kutoa ruzuku au ifute ruzuku zote husika. Isiegemee upande
mmoja.

huliongelea jambo hili. Maana yake ni
kuwa wanafanyiwa ubaguzi huo kwa dhahiri na sio kisiri tena. Watoto wanajengewa chuki baina yao yaani wa
dini moja na wa dini nyingine, dhidi ya Ibara ya 13 ya Katiba ya 1977.
16.
Shule za Kikristo zinakaribisha maombi
toka kwa wanafunzi wa dini zote kwa kigezo cha kuziendesha kibiashara bila
ubaguzi wowote. Kivitendo; shule hizi;
kama ilivyokuwa shule za Mkoloni na za Makanisa toka kabla ya Uhuru; zinalazimisha
Waislam kula nguruwe na kutowahudumia wakati wa hitajio maalum la mwezi wa
Mfungo wa Ramadhani, na kuwapiga mafuruku kushiriki katika ibada ya pamoja ya
Ijumaa. St. Scholarstica (iliyopo
Moshi) ni mfano mzuri sana wa hili kwa sababu jirani yangu aitwaye Abdulrazak Luwinzo
watoto wake wawili wanasoma huko na wamemsimulia hili lililowakuta mwezi wa
Ramadhani ulioishia tarehe 20/8/2012 (kwa kuwa watoto wamerudi wamekondeana kwa
likizo ya Sensa ya 2012), na yeye amenisimulia mimi jana tarehe 19/8/2012.
17.
Tabia ya Ukristo kung’ang’ania kuwa
siku ya mapumziko ni Jumapili tu wakati watu wa dini nyingine wana siku zao za
mapumziko ambazo hazitambuliwi kama siku za mapumziko kama Ijumaa kwa
Waislam. Na wala haitoshi kutoa muda wa
kwenda kuabudu/sala kwa pamoja kwani hiyo hailingani na kutoa mapumziko kwa
siku nzima. Wakristo na wapumzike
Jumapili na Waislam wapumzike Ijumaa.
18.
Katiba mpya iseme wazi uhuru wa kuchagua siku
ya mapumziko kwa imani zote.
19.
Tabia ya Wakristo kukataa katakata uanzishwaji
wa Mahakama ya Kadhi nchini Tanzania kwa mujibu wa imani ya Dini ya
Kiislam. Wakati nchi ya Tanzania
imerithi mfumo wa sheria za Kikoloni za Dola la Uingereza ambalo sheria zake
zimetokana na chimbuko la Kanisa (Ecclesiastical courts) na ndizo zitumikazo
kwa watu wote; lakini Dola kwa shinikizo la Wakristo, linapuuzia dai la Waislam
la kuwa na Mahakama yake ya Kadhi iliyokuwepo huko nyuma (kabla ya kuvunjwa miaka ya sitini – 1960s)

Katiba mpya iandike kuruhusu kuwepo
kwa Mahakama ya Kadhi itakayogharimiwa na Dola kama ilivyokuwa huko nyuma na
mambo yalikwenda vizuri kwa imani zote.
21.
Tabia ya Wakristo wengi kukasirikia
Vazi la Stara la Kiislam kana kwamba wameligharimia wao linawakera sana
Waislam. Wengine wanafikia hata kuwaita
Waislam hao (pamoja na mimi) na “kuwanasihi” waache au wabadilishe vazi
hilo ili wavae kama wanavyovaa wao. Kwa Waislam vazi hilo ni sehemu ya
Ibada. Wasijisikie vibaya watu wa dini nyingine kutimiza amri za Mola
wao ili mradi hawavunji sheria hizo za Dola za urithi wa Kikanisa.
22.
Kuruhusu MAPAMBIO [nyimbo za kidini ya

KATIKA kukabiliana na mabadiliko ya tabianchi, Serikali imekuwa ikifanya juhudi mbalimbali kwa kushirikisha sekta binafsi na mashirika yasiokuwa ya kiserikali.
Miongoni mwa mashirika yasiyo ya Serikali ni Mpango wa Kupunguza Uzalishaji Hewa Ukaa inayotokana na kukata miti ovyo na uharibifu wa misitu (Mkuhumi).
Ofisa Mfuatiliaji na Mtathmini
wa Mkuhumi, Emmanuel Lyimo, anasema mradi huo wa majaribio wa miaka
mitano unatekelezwa kwa ubia kati ya Shirika la Kuhifadhi Misitu ya
Asili Tanzania (TFCG) na Mtandao wa Jamii wa Usimamizi Misitu ya Asili
Tanzania (Mjumita).
Lyimo anasema mradi unatekelezwa kwenye wilaya tatu katika vijiji 39 vya Lindi Vijijini (17), Kilosa(16)na Mpwapwa(6).
“Lengo
la mradi huu ni kuunga mkono juhudi za Serikali za kupambana na
mabadiliko ya tabianchi, ambayo madhara yake yako wazi kwa kila
Mtanzania. Imefikia wakati Serikali haiwezi kuvumilia uharibifu wa
misitu kwa kuwa athari zake ni kubwa na zimeonekana dhahiri.
“Sehemu mbalimbali nchini tunashuhudia uharibifu huo kama kuyeyuka kwa theluji ya mlima Kilimanjaro, mafuriko kama yaliyotokea Kilosa mwaka juzi na madhara mengine kwa mfano, magonjwa ya malaria na kupotea kwa baadhi ya fukwe,” anasema Lyimo.
Anasema lengo siyo kuhifadhi tu, bali ni kupunguza ukataji miti ovyo na uharibifu wa misitu kwa kutoa motisha wa fedha wenye usawa kutoka soko la kimataifa la hewa ukaa (Carbondioxide), kwa ajili ya jamii zinazosimamia au kuhifadhi misitu kwa njia endelevu.
Anafafanua kwamba Mkuhumi ni mchakato mrefu mpaka kufikia hatua mwanajamii kupata motisha wa fedha.
“Moja ya motisha ni kusaidiana na jamii husika kuandaa mipango shirikishi ya usimamizi wa misitu, vijiji tisa vya Lindi vimetenga hekari 33,488.32, vijiji vinne vya Kilosa, vimetenga hekari 29,638.4.
“Maeneo haya ni kwa ajili ya misitu ya hifadhi ya kijiji ambayo tunayatumia kwa matumizi mbalimbali (isipokuwa kwa kilimo) kwa njia endelevu. Pia, ni mwongozo mzuri wa kuzuia migongano ya matumizi ya ardhi,”anasema.
“Sehemu mbalimbali nchini tunashuhudia uharibifu huo kama kuyeyuka kwa theluji ya mlima Kilimanjaro, mafuriko kama yaliyotokea Kilosa mwaka juzi na madhara mengine kwa mfano, magonjwa ya malaria na kupotea kwa baadhi ya fukwe,” anasema Lyimo.

Ofisa
huyo anasema mradi umeandaa mipango ya kupunguza uharibifu wa misitu
kwenye vijiji hivyo,kuboresha kilimo nakuajiri wataalamu wawili
waliyobobea kwenye kilimo.
Pia anasema wanakijiji wameunda vikundi
vya wakulima, safari ya mafunzo ya kilimo hifadhi na kwamba wakulima 30
kutoka Lindi na30 Kilosa wametembelea maonyesho ya kilimo ya Nanenane.
Wakulima hao wamefundishwa jinsi ya kukabiliana na wanyama waharibifu.
“Wamefundishwa jinsi ya kutengeneza na kutumia majiko banifu ambayo hayatumii kuni nyingi. Majiko haya yanaokoa muda mwingi ambao mama angetumia kuni kupika badala ya kufanya shughuli nyingine za maendeleo,” anasema.
Mbali na hayo anasema vijiji vingi havina majengo ya ofisi ya kijiji na kusababisha mikutano na vikao mbalimbali vya maendeleo kufanyika kwenye madarasa ya shule.
Wanafunzi wamekuwa wakilazimika kupunguza muda wa masomo kutokana na madara yao kutumika kama kumbi za mikutano.
“Kwa kulitambua hilo, mradi ulikubaliana na vijiji vya Lindi na Kilosa kuchangia ujenzi wa ofisi ya kijiji ambayo itakuwa na ukumbi wa mkutano, chumba cha mtendaji, mwenyekiti, kamati ya maliasili na masjala ya kijiji,” anasema Lyimo.
Mpaka sasa mradi umejenga ofisi tano Kilosa kwenye vijiji vya Chabima, Dodoma Isanga,Munisagara, Nyali na Kisongwe ambazo zimeanza kujengwa.
Pia kuna vijiji vya Ibingu na Mfuluni ambavyo vimeanza ujenzi. Kwa upande wa Lindi vijiji vinne vya Moka, Mkanga 1, Kikomolela na Nandambi vimekamilisha ofisi zao.
Wakulima hao wamefundishwa jinsi ya kukabiliana na wanyama waharibifu.
“Wamefundishwa jinsi ya kutengeneza na kutumia majiko banifu ambayo hayatumii kuni nyingi. Majiko haya yanaokoa muda mwingi ambao mama angetumia kuni kupika badala ya kufanya shughuli nyingine za maendeleo,” anasema.

huo unashughulikia suala la utawala bora kwakushirikisha kila kundi.
Kuthibitisha hili, mradi umetoa mafunzo kwa halmashauri za vijiji,
kamati za maliasili na kamati za matumizi bora ya ardhi.
Anasemawametoa
elimu ya mazingira kwa walimu wa shule za msingi zilizopo vijiji vya
mradi, kwa lengo la kupanda mbegu bora za kuhifadhi mazingira kwa
watoto.

Lyimo anasema uvunaji wa hewa ukaa umekuwa ukifanywa kwa kupima eneo, ambalo hutengwa kwenye sehemu mbalimbali ambako wataalamu wanapima kiwango cha hewa ukaa iliyomo kwenye miti.

Anasema baada ya kubaini kiwango hicho,
wanarudian kupima kwa vipindi tofauti na baadaye wanatathimini kiwango
cha fedha ambazo zinatolewa na mradi kwa ajili ya jamii husika.
Mradi
umefanya majaribio ya kulipa wananchi ambao kwa juhudi zao binafsi
wamehifadhi mazingira. Vijiji viwili vya Wilaya ya Kilosa; Dodoma Isanga
wamepata zaidi ya Sh13 milioni na Kijiji cha Chabima zaidi ya Sh23
milioni.
Kwa upande wa Wilaya ya Lindi vijiji vitatu vimepata
fedha za majaribio; Mkanga 1 kimepata Sh8.4 milionin Likwaya Sh7.3
milioni na Ruhoma Sh21.8 milioni.
Uzoefu kuhusu mradi
Lyimo anasema miaka miwili ya mradi huo, wamejifunza kwamba kuwahamasisha wananchi kuanzia mpakamkutano mkuu wa kijiji, ni njia mojawapo ya kuwafanya wanakijiji kupata mafunzo yaliokusudiwa.
“Mkuhumi utawezekana kama wanakijiji watapewa njia mbadala ya kujipatia kipato, ushirikishaji makundi yote ndiyo njia pekee kufanya mpango huo kuwa endelevu,” anasema.
Lyimo anasema licha ya mafanikio hayo, mradi unakumbana na matatizo ya aina mbalimbali kama ushawishi unaofanywa na watu wachache ambao wanataka wananchi wasitunze misitu kwa maslahi yao binafsi.
Lyimo anasema miaka miwili ya mradi huo, wamejifunza kwamba kuwahamasisha wananchi kuanzia mpakamkutano mkuu wa kijiji, ni njia mojawapo ya kuwafanya wanakijiji kupata mafunzo yaliokusudiwa.
“Mkuhumi utawezekana kama wanakijiji watapewa njia mbadala ya kujipatia kipato, ushirikishaji makundi yote ndiyo njia pekee kufanya mpango huo kuwa endelevu,” anasema.
Lyimo anasema licha ya mafanikio hayo, mradi unakumbana na matatizo ya aina mbalimbali kama ushawishi unaofanywa na watu wachache ambao wanataka wananchi wasitunze misitu kwa maslahi yao binafsi.
Anasema watu hao wanawashawishi wananchi kukataa kutenga
maeneo ya hifadhi ya msitu kwa kuwa wakifikiri kwamba hawatavuna mbao na
mkaa.
Pia, anasema uchomaji moto misituni tatizo ambalo liko wazi kwa kila mtu, kwani moto ni adui wa miti.
“Unaharibu uoto wa asili, wanyama wanakosa makazi, wanyama na mimea mingine inateketea kwa moto na unachangia kuzalisha hewa ukaa badala ya kupunguza,” anasema.

Four
well placed local government officials in Musoma Rural district may
face arraignment in court over misuse of farm inputs vouchers whose
total worth reaches sh 370million.
The four were members of a committee to
distribute the vouchers include Musoma Rural MP Nimrod Mkono
(CCM),former district commissioner Geofrey Ngatuni, district council
chairman Magina Magesa and former district executive director Karaine
ole Kunei who at present is Ngorongoro district director.
All the same the district chairman, Magina
Magesa, told this newspaper that the secretary of the voucher
distribution committee who is also the district director has not at any
one time invited him or the MP as regular members.
He said instead of asking them to
participate as regular members the director kept giving excuses for not
inviting them, which implies that himself and the MP are not part of the
queries being raised on the vouchers.
A session of the district council raised
the matter as members refused to receive a report on reception and
distribution of the vouchers after affirming that no farm inputs had
ever been delivered to farmers in the district in the 2011/2012 farming
season.
The meeting was held under its chairman
Magina Magesa, and unanimously refused the report, and instead formed a
six man probe committee to give light on the issue.
Talking before the committee was formed,
councilors from both sides of the political divide affirmed that not one
village in the district received the said inputs, contrary to what the
report says, “even indicating what the purchase of inputs had cost the
government.”
“I obtained reports of delivery of
subsidized input vouchers from the Regional Commissioner that our
district had been provided with vouchers worth sh370million but as a
matter of fact no such voucher was ever brought to my ward,” Tegeruka
councilor Alpha Mordekai declared.
“For that reason I join my colleagues to
form a probe team on these theft suspicions and those seen to be tainted
be taken to court,” he emphasized.
Mara RC John Tupa recently said that some
districts had misused subsidized inputs vouchers with part of the inputs
being sold outside the country, while in some cases secondary school
pupils had been made to sign on voucher pretending to be farmers.
Further disagreements were being heard as
councilors rifted over plans to divide the district into two, the second
time the issue flares up, having brought members of the finance and
planning committee close to blows at midweek.
The issue was returned to a meeting of the
ruling party and then brought back to the council, on the basis of a
preliminary decision to divide Musoma Rural district so that one of the
two districts shall be Butiama.
One reason for dispute is that Butiama is
located far away from certain wards, which are closer to Musoma but
shall be located in Butiama district once the plan is carried out.
After some of the councilors stormed out
of the meeting, those remaining decided that the district be divided in
two, where each district shall have 17 wards. One district shall be
Nyanja whose head offices should be built at Kwikonero in Suguti ward.
Those proposals shall now be presented before the Regional Consultative
Council (RCC) for further deliberations, councilors noted.
