LOWASSA EXPERIENCING DARE ES SALAAM PUBLIC TRANSPORT WOES !!!

As part of his political campaign, Ukawa-endorsed Chadema presidential candidate Edward Lowassa yesterday decided to experience first-hand Dar es Salaam’s public transport woes.
 
Ukawa is the Kiswahili acronym for the Coalition of People’s Constitution, which brings together four opposition parties – Chadema (Chama cha Demokrasia na Maendeleo), Civic United Front, NCCR-Mageuzi and National League for Democracy.
 
The former Prime Minister boarded a commuter bus and engaged with voters, many of whom said he has scored a first in so doing.
 
Lowassa started his trip by boarding a bus at the Chanika suburban centre in Ilala District, alighting at Mbagala Rangi Tatu in Temeke District. He was accompanied by his running mate, former Zanzibar deputy minister Juma Duni Haji, and various party officials. 
 
Business in the city came close to a standstill at most commuter bus stations he passed through, with supporters and curious onlookers scrambling to get to see him. 
   
He did not address the gradually swelling crowds but left that to his running mate, who told journalists that the impromptu tour was meant to address the public and to experience the challenges public transport in the city of four million or so people poses. 
 
“We have come to get first-hand experience of what ordinary people routinely go through,” said Haji, adding that the trip was not meant to grow into a rally and that the party would launch its countrywide General Election campaigns on Saturday.
 
Without disclosing the venue, he called on the city’s residents to turn up in massive numbers on Saturday for the grand launch 
One Mbagala resident applauded Lowassa, calling him an exceptional leader and adding: “Most leaders stay cocooned in their offices, but he has come out to us.”
 
CCM launched its presidential campaigns at the Jangwani grounds in Dar es Salaam, again bringing the city to a near standstill as people converged there in their thousands.
 
This year’s General Election will be the fifth since re-introduction of a multi-party political system in Tanzania in 1992. Voters will elect the President, Members of Parliament and local government leaders. 
 
According to the National Electoral Commission, election campaigns will run from August 22 to October 24, just a day before Polling Day.

TANZANIA'S MOST ANTICIPATED GENERAL ELECTIONS ON 25 OCTOBER, 2015

The recent falling out between old political allies and the emergence of new alliances in Tanzania has set the stage for the most eagerly anticipated election in the country’s history. It is also an electoral contest that will be closely watched across the region.

The high-profile defection of former prime minister Edward Lowassa from the Chama cha Mapinduzi followed by a spate of resignations by top officials has given the opposition a sense of momentum that has been on display at a number of rallies staged in several towns in recent weeks.

But the opposition Umoja wa Katiba ya Wananchi (Ukawa) alliance will be coming up against a political party machine in CCM that has long been regarded as one of the most disciplined and effective on the continent — one that has not lost a presidential election since 1961.

“This is clearly a unique election,” said Dr Benson Bana, a political scientist at the University of Dar es Salaam.

“The unexpected unity of the political opposition poses an interesting challenge to the ruling party. At the same time, CCM also picked a candidate in John Magufuli who has been distinguished throughout his career as a hard worker and who is not tainted by corruption. This has created an element of excitement and some uncertainty going into the election.”

Across social media and in power circles in East Africa, the campaigns in Tanzania have stirred an excitement that has not been seen in around a Tanzanian election before.

This attention has been underpinned not only by what some pundits describe as the stiffest challenge to the ruling party for more than half a century but also by the tense diplomatic relations between the Tanzanian government and several neighbours during President Jakaya Kikwete’s time in office.

President Kikwete’s old ally turned bitter political rival, Edward Lowassa, has explicitly framed his candidacy as a chance to help Tanzania take its place as a regional economic powerhouse and to fulfill its potential.

“This country will move at a pace never seen before [if I am elected],” Mr Lowassa told a rally at the Kibanda Maiti grounds in Zanzibar on August 17.

“There is no reason why Tanzania, which has far more resources, should be left behind by neighbours like Malawi, Uganda, Kenya and Rwanda. I promise you I will wake up those who are sleeping on the job. Where else do you have port workers clocking off at 6pm and leaving ships unattended, or people doing a 30 minute job in 30 days?”      
 
The reference to the port issue highlights why the election will be followed closely across regional capitals.

In recent years, the most striking development on the regional integration front has been the emergence of the Northern Corridor axis comprising Kenya, Uganda, Rwanda and South Sudan.
Leaders in the these countries have teamed up to endorse a number of big-ticket infrastructure projects to the seeming exclusion of Tanzania and Burundi.

Those developments, which were seen as favouring Kenya’s Mombasa port over Dar es Salaam, saw President Kikwete make an extraordinary speech in the Tanzanian parliament in November 2013 accusing his compatriots of running a campaign of isolation against him.

The outcome of the election could well shape the relations between the various capitals in the region with implications for the future viability of multibillion-dollar investments in new ports in Lamu in Kenya and Bagamoyo in Tanzania.

Underlying the rhetoric over the economics of port efficiency, however, are long-standing geopolitical tensions between various players, particularly Kigali and Dar, over the legacy of the 1994 genocide.

The furious reaction of Paul Kagame’s administration to a May 2013 suggestion by President Kikwete that regional powers hold talks with players such as the Forces Démocratiques de Libération du Rwanda (FDLR), which stands accused of carrying out the genocide, sent relations between Rwanda and Tanzania into a deep freeze marked by the expulsion of Rwandese refugees from Tanzania and tit for tat withdrawals of diplomats.

Ties between the two parties have improved in recent months but the succession will be watched closely in Rwanda and in Burundi, too, where Tanzania has been one of the parties seeking to manage the crisis triggered by President Pierre Nkurunziza’s third-term bid.

In Uganda, much commentary has focused on whether an opposition party can claim victory through the ballot box and on what that might mean, psychologically, going into the country’s own 2016 presidential election.

But analysts say the more urgent question, considering Tanzania’s historical status as one of the continent’s most stable democracies and its prominent role in regional peace efforts, is how its institutions will cope with what is expected to be a tightly contested election.

Dr Bana says an early casualty has been Tanzania’s reputation for having solid, well-established political parties. This election, he says, will revolve more around personalities, which he describes as an unfortunate development.

Mr Lowassa’s defection to an opposition alliance that had strongly criticised him when he was in the ruling party, particularly during the 2010 election, in relation to his forced resignation over the Richmond power supply scandal has proved a subject for intense debate. At least two leading opposition figures quit the alliance over the former prime minister’s selection as the main candidate.

In several speeches in the past week, Kikwete has made references to the deep pockets of the opposition leader, indirectly questioning his integrity. “No one is going to be able to buy all Tanzanians so that he or she can be elected a leader,” he said.

But opposition politicians such as Singida East MP Tundu Lissu of Chadema dismissed the President’s remarks that many recognised Mr Lowassa as a leader capable of taking Tanzania to a new level and the opposition as a better alternative to the ruling party.

“People don’t vote with their feet in the large numbers we are witnessing unless there is real frustration at the status quo,” he said.

Main opposition party Chadema acting secretary-general Salum Mwalimu told The EastAfrican that the most important question was whether the CCM would be willing to give up power if it lost.    
“It is obvious in which direction this election is going,” he said. “The people are tired and want change, but we hope that those in power are willing to listen to the will of the people and step aside for the country to move in a new direction.”

The opposition has sought to regionalise and internationalise the campaign, repeatedly warning top members of the security forces that they could face action at the International Criminal Court like senior Kenyans did after the disputed 2007 election.

“For a long time, Tanzania has tried to play big brother in the region and pointed fingers at others,” said Ismail Jussa, an MP and senior member of the CUF, which is part of the Ukawa coalition, shortly after Mr Lowassa’s rally in Zanzibar.

“Now regional players and others in the international community should follow the election closely and where there are violations they should have the courage to speak up just as Tanzania has always done. Also, it is important for people of high integrity and with the right skills to be ready to intervene in the event that the election is viewed as a sham.”

Ruling party members have dismissed these assertions as a sign that the opposition faces defeat and is unwilling to accept that fact.

Simai Mohammed, who was a member of the Constitution Review Commission and is running for MP of the Tunguu constituency in Zanzibar on a CCM ticket, said the ruling party was headed to victory as its top leadership had changed Tanzanian politics.

“The opposition needs a long term strategy to attract and build trust with rural Tanzania. Nyerereism and CCM domination is still visible and acknowledged among the people when it comes to the ballot.”

The failure of the Constitution review process has been seen as the key driver behind opposition unity.

A focus of opposition complaints has been the fact that a central provision of the draft crafted by the Constitution Review Commission headed by former prime minister Joseph Warioba, the creation of an independent electoral commission, has not been carried out.

But Dr Bana says the opposition’s concerns on this score are overblown.

“There are legitimate accusations that the legal framework that creates the commission is not impartial or even-handed. But the commissioners are people of unimpeachable integrity. Seven commissioners have been High Court judges. Both sides should learn to accept the outcome and take lessons from places like Nigeria.”

With no major opinion polling data released since the main candidates were selected, pundits remain divided over the likely outcome of the election, with the key question being whether Ukawa’s evident strength in urban areas and anecdotally among the youth will shake CCM’s dominance and extensive reach across the country.

Lawsuit: Birth control mix-up led to "wrongful life"

SEATTLE -- A Seattle woman is suing a community clinic, claiming they made a big mistake when they gave her a flu shot instead of a birth control injection.

Yesenia Pacheco said she loves her 3-year-old daughter, Sandra, but she still believes the federal government needs to pay for her unwanted pregnancy, reports CBS affiliate KIRO-TV. A civil lawsuit has been filed in U.S. District Court against the government, given that the clinic is federally funded.

Pacheco had been receiving the Depo-Provera birth control injection every three months at the clinic. According to the suit, Depo-Provera claims the clinic got things mixed up in September, 2011 and she ended up pregnant a short time later.

The mother of three said abortion was never an option due to her personal beliefs.
After a difficult pregnancy, Sandra was born in 2012 with a brain malformation affecting motor and speech called unilateral perisylvian polymicrogyria.

Pacheco's attorneys said Sandra was born into a "wrongful life"..."as a direct and proximate result of Defendant's negligent acts and/or omissions to perform the medical care with due care."

The amount of compensation the lawyers are seeking has not been disclosed, but they said it is for medical bills and suffering.

"It's hard. I already have two girls. I didn't want anymore," Pacheco told KIRO.

DAR ES SALAAM CITY CAME TO A STAND STILL AS LOWASSA COLLECTS PRESIDENTIAL CANDIDATE FORMS

Traffic and business on and along several roads in Dar es Salaam came to a standstill mid-morning yesterday as supporters of the four opposition parties forming the Coalition of People’s Constitution (Ukawa) headed to the National Electoral Commission (NEC) offices.

The parties are Chama cha Demokrasia na Maendeleo (Chadema), Civic United Front (CUF), NCCR-Mageuzi and National League for Democracy (NLD).

The multitudes were escorting Ukawa-endorsed Chadema presidential candidate Edward Lowassa and running mate Juma Duni Haji to pick up nomination forms.

Wearing   brightly coloured clothes, the supporters began assembling at roundabout 10 am at CUF headquarters situated in the city’s densely populated Buguruni suburb – waiting to march, drive or ride from the CUF offices to the National Electoral Commission’s (NEC) downtown offices.

NEC offices are located at Posta House, at the Ohio Street/Ghana Street junction, some ten kilometers from Buguruni. Bus commuters were left stranded as virtually no buses could make it to the city centre.

All the time, coalition supporters chanted the popular Chadema slogan: “People’s Power”, as well as “We need change…CCM must go come the October. 2015 General Election”.

Looking lively and elegant in party colours, they sang, cheered, danced, yelled and jeered as convenient, as crowds lined roads leading to the city centre waiting for Lowassa to arrive at CUF headquarters.

The supporters turned up in massive numbers despite an earlier declaration by Dar es Salaam Special Zone Police Commander Suleiman Kova that the demonstration was not only uncalled-for but also illegal.

Police had wanted the march to begin at the Chadema head office along Ufipa Street in Kinondoni District, arguing that Lowassa was after all a Chadema candidate in that Ukawa was not officially recognised and therefore he had no business including the offices of the coalition’s other member parties in his itinerary.

Our reporters who witnessed the drama say security was especially tight, with a heavy police presence in place to ensure that everything went as planned. No major incidents were reported.

As time ticked by, the crowds grew even bigger despite the scorching sun, most respondents saying they were eager to get a close look at former Prime Minister Lowassa only days after he ditched CCM in preference for the opposition.   

At the CUF head offices, it was virtually impossible to sneak through as security was tight everywhere as the cheerful crowds kept singing and chanting in unison.

Officials representing the parties forming Ukawa started arriving around 10 pm ready to welcome Lowassa and other former CCM leaders who recently joined Chadema.

Several political heavyweights who ditched the ruling party to join Chadema also attended the event. They included former Arusha CCM regional chairman Onesmo ole Nangole and publicity secretary Isaack Joseph.

There was relentless shouting and chanting as two police Field Force Unit (FFU) vehicles arrived at the CUF offices loaded with tear gas canisters, escorting the Ilala regional police chief and other police officers. It was not immediately established what they had discussed with officials of the opposition parties then around, but peace reigned.

Lowassa’s motorcade arrived at 10:15 am and was received by, among others, CUF secretary general Seif Shariff Hamad, NCCR-Mageuzi national chairman James Mbatia, Lowassa’s running mate Juma Duni Haji, and Chadema national chairman Freeman Mbowe.

A cheerful-looking Lowassa endlessly waved to the cheering crowds, before being led inside the offices for a brief meeting and thereafter signing a visitors’ book.

Lowassa and his motorcade left for the NEC offices under police escort, party guards and supporters who waited eagerly to see him and his running mate pick up the nomination forms.

Escorted by thousands of people, including motorcyclists, Lowassa arrived at NEC’s offices at roundabout 1pm and thereafter picked up the forms. 

At the Ufipa Street Chadema headquarters, multitudes of supporters waited for a mammoth rally similar to the one witnessed at the CUF and NEC offices.

Given that the premises could not comfortably hold the swelling crowds, Chadema deputy secretary general (Zanzibar) Salum Mwalimu ordered that the “ceremony” move to Biafra grounds, where Lowassa and other officials spoke. The event was broadcast live on television.

Lowassa thanked the multitudes “for the massive support and solidarity you have demonstrated by turning up in such massive numbers today”.

“I never expected such a turnout. Thank you for the respect you have shown to me today, but I still implore you to continue supporting us by attending our campaigns and also voting for us so that we can vote CCM out of power,” said Lowassa.

The Chadema presidential candidate promised to do his most to spare Tanzania runaway inflation, saying: “Once in power, we will work on all the challenges our country is grappling with.”

Katika hali ya kawaida,  mchakato wa uchaguzi haupaswi kutia watu wasiwasi wala hofu ya uvunjifu wa amani na utulivu wa nchi. Lakini barani Afrika, harakati za uchaguzi zimekuwa chanzo kikubwa cha migogoro ya kisiasa, uvunjifu wa amani na hata vita vya wenyewe kwa wenyewe kutokana na uchu wa madaraka na kutokutendeka haki kwa wasimamizi wa uchaguzi.

Tumeshuhudia matokeo ya chaguzi hizi za kidemokrasia yakileta maafa ya vita vya wenyewe kwa wenyewe katika nchi za DR Congo, Ivory Coast, Kenya, Sierra Leone na hivi karibuni Burundi.

Tumelazimika kutoa tamko hili kutokana na hali inayojitokeza ambapo malalamiko ya wagombea kutokutendewa haki, matumizi ya rushwa kama kishawishi cha kuchaguliwa na kauli zinazoashiria hatari vimeanza kusikika wazi wazi.

Kauli kama ile iliyotolewa na kiongozi mmoja wa chama tawala (CCM) na kunukuliwa na vyombo vya habari likiwemo gazeti la Mwananchi la tarehe 23 Juni kwamba “CCM itashinda tu hata kwa goli la mkono” ni kauli ya kukemewa kwani inaashiria kujiandaa kwa wizi wa kura jambo ambalo ni hatari kwa amani na utulivu wa nchi yetu.

Tunampongeza Mwenyekiti wa Tume ya Taifa ya Uchaguzi, Jaji Damian Lubuva, kwa kuikataa kauli hiyo na kuahidi kwamba tume haitaruhusu jambo kama hilo kutokea.

Kauli za kuashiria hatari kutoka upande wa upinzani ni pamoja na ile iliyonukuliwa na vyombo vya habari kwamba kiongozi mmoja wa UKAWA akihutubia jijini Mwanza aliliambia jeshi la polisi nchini kwamba “Hatutapiga magoti na kuomba, kama ushindi utapatikana kwa njia halali hatuna tatizo, lakini tukiona mambo yanakwenda ndivyo sivyo tunasema polisi mtatusamehe, mabomu hayatatosha”.

Ndugu wanahabari na wananchi, katika mazingira haya, sisi viongozi wa dini ya kiislamu tumetafakari kwa kina na tunaiona hatari iliyo mbele yetu kama taifa. Tunaiona hatari hii kutokana na mambo yafuatayo:-

i)                  Chama tawala hivi sasa kinauguza majeraha ya mpasuko wa ndani kwa ndani uliojitokeza kule Dodoma, mpasuko ambao unaweza kuliathiri taifa.

ii)                Vyama vya upinzani vinaona ni LAZIMA safari hii vitashinda na kuingia Ikulu.

iii)             Vituo vya polisi vinavamiwa, polisi kuuawa na silaha kuibiwa na watu wasiojulikana.

iv)              Chama tawala kinajiandaa kuhakikisha kinashinda hata kwa “goli la mkono”.

v)                Matumizi ya rushwa na vurugu katika kampeni za uchaguzi kuanza kujitokeza.

vi)              Matukio yanayozidi kila uchao ya wananchi kukosa ustahamilivu na kujichukulia hatua mikononi.

Katika mazingira haya, hekma busara, na kuweka mbele maslahi ya taifa ni lazima vitawale katika kipindi chote cha kampeni, uchaguzi na hata baada ya matokeo ya uchaguzi kutolewa vinginevyo amani na utulivu ulioshamiri kwa miongo kadhaa nchini vinaweza kutoweka mwaka huu.

Ili kuhakikisha uchaguzi huu unamalizika kwa amani na usalama, wadau wa mchakato huu ambao ni vyama vyote vya siasa, tume ya taifa ya uchaguzi, Ofisi ya msajili wa vyama vya siasa, vyombo vya ulinzi na usalama, serikali za mitaa, vyombo vya habari, viongozi wa dini zote, asasi za kiraia na wananchi kwa ujumla TUNAPASWA KUTANGULIZA MBELE MASLAHI YA TAIFA KULIKO KITU CHOCHOTE KILE NA KUTUMIA NJIA ZA AMANI KUTATUA MIGOGORO ITAKAYOJITOKEZA.

Tumeitisha mkutano huu na wanahabari ili tutoe tamko letu kwa wadau hawa mbali mbali kama ifuatavyo huku tukiamini kwamba viongozi wa dini hawapaswi kusubiri mpaka mambo yaharibike ndio watoe matamko;

TUME YA TAIFA YA UCHAGUZI
Tume ya taifa ya uchaguzi ndiyo mshika dau mkubwa na ni kama baruti inayoweza kulipua bomu kwa sababu ndiyo inayosimamia zoezi zima la uchaguzi kuanzia uandikishaji wananchi katika daftari la kudumu la wapiga kura, kugawa vifaa vya kupigia kura, kuhesabu kura na kutoa matokeo.

Iwapo tume ya taifa ya uchaguzi itafanya kazi yake kwa haki na uadilifu bila upendeleo, kila upande ukaona haki siyo tu imetendeka bali imeonekana kutendeka wazi wazi, vyama vya siasa na wananchi watakubali matokeo na hapo hakutakuwa na sababu ya hofu ya uvunjifu wa amani.

Swali linabaki, katika mazingira haya ya tume kuteuliwa na mmoja wa washindani katika kinyang’anyiro hiki cha madaraka (serikali ya CCM) inaweza kusimamia uadilifu kwa vyama vyote? Jibu ni kwamba tume inaweza kabisa kutenda haki lakini inategemea dhamira za viongozi wa tume hiyo na kuweka kwao mbele maslahi ya taifa badala ya kuegemea upande fulani.

SERIKALI ZA MITAA
Sambamba na hili la tume ya taifa ya uchaguzi ni kwa serikali za mitaa kuanzia chini hadi wakurugenzi wa wilaya, miji na majiji. Huko ndiko vifaa kura hupelekwa, kura kupigwa, kuhesabiwa na matokeo kutolewa kwa kila kata au jimbo kabla ya kuwafikia watu wa tume ya taifa ya uchaguzi.

Uadilifu mkubwa unahitajika sana kipindi hiki ili kulivusha salama taifa letu. Kumekuwa na malalamiko ya kila mara kutoka kwa vyama vya upinzani kwamba baadhi ya viongozi wa serikali za mitaa wanafanya kazi kama mawakala wa chama tawala badala ya mawakala wa tume ya taifa ya uchaguzi. 

Nasaha zetu kwa tume ya taifa ya uchaguzi na serikali za mitaa, wekeni mbele maslahi ya nchi yetu na vizazi vijavyo. Kutokutenda kwenu haki ndiyo sababu kubwa ya kupelekea uvunjifu wa amani kwa sababu mtu aliyenyimwa haki kuizuia nafsi asikasirike si rahisi. Kwa hiyo msiwatie majaribuni wengine kwa vitendo vyenu mkapendelea upande wowote au mgombea yeyote yule katika uchaguzi.

VYAMA VYA SIASA
Kwa vyama vya siasa hasa CCM na Umoja wa Katiba ya Wananchi (UKAWA) nasaha zetu kwao ni hizi zifuatazo. 

Kwa UKAWA; ni wazi kutokana na malalamiko ya uonevu katika chaguzi zilizopita na hakukuwa na mabadiliko kwa tume ya taifa ya uchaguzi, mtakuwa mnaingia katika uchaguzi huu huku tayari mioyo yenu ikiwa haina imani sana na tume ya taifa ya uchaguzi.

Hili ni jambo hatari sana kwa sababu kukosa kwenu imani na tume ya taifa ya uchaguzi kunaweza kuwasukuma kuyakataa matokeo ya uchaguzi hata kama mkishindwa kihalali. Nasaha zetu za dhati kwa UKAWA pamoja na maandalizi yenu makini na imani ya kushinda mwaka huu ni busara pia kujiandaa kisaikolojia kukubali kushindwa kwani hili linaweza kutokea. 

Viongozi wa UKAWA wamekuwa wakisema “CCM ijiandae kisaikolojia kuachia madaraka”. Lakini pia ni muhimu zaidi kwa vyama vya upinzani kujiandaa kisaikolojia kukosa madaraka. Kufanya hivyo kutasaidia kujiandaa kuyapokea matokeo yoyote yale hasa iwapo tume ya taifa ya uchaguzi itatenda haki. 

Kwa Chama Tawala CCM
Tunajua kupoteza madaraka ni jambo lisilowapendeza hata kidogo na bila shaka hampendi hata kulifikiria. Lakini lolote linaweza kutokea kama alivyosema hivi karibuni mwana CCM ndugu Salim Ahmed Salim kuwa “Chama chochote kinaweza kushinda”. Katika hili CCM inafanana kabisa na mtoto aliyezoea kunyonya jinsi ambavyo inakuwa vigumu kukubali kuachishwa ziwa.

Nasaha zetu kwa CCM ni kujiandaa tu kisaikolojia kwa lolote linaloweza kutokea kwani hiyo ndiyo siasa. Kujaribu kung’ang’ania madaraka haitakuwa jambo la maslahi kwa CCM yenyewe wala taifa. Ikitokea kushindwa waamini kuwa inawezekana kuishi nje ya madaraka kama ilivyotokea kwa UNIP ya Zambia, KANU  ya Kenya na MCP ya Malawi. 

Somo pekee CCM inapaswa kujifunza kwa kushindwa vyama hivyo vikongwe ni wao kujiandaa kimkakati jinsi ya kuwa chama cha upinzani mahiri. Kwa hali ilivyo, UKAWA haitarajiwi kushinda majimbo mengi ya uchaguzi na madiwani kuliko CCM. Kwa hiyo inaweza tu kuwa chama madhubuti cha upinzani kwa kuwa na bunge lenye idadi kubwa ya wabunge wake na se

Ikitokea UKAWA wakashinda, hali hii itawapa wakati mgumu sana kutawala nchi hata kama wakishinda uraisi na kuunda serikali. Huwezi kutawala nchi ipasavyo ukiwa na bunge linalodhibitiwa na chama cha upinzani tena kikongwe kama CCM. Hili ndilo ambalo vyama vilivyoondolewa madarakani katika nchi jirani havikujiandaa nalo -jinsi ya kuwa chama cha upinzani makini baada ya kutoka madarakani.

Kwa vyama vyote vya siasa, tunawanasihi kudhibiti hamasa, jazba na hasira za wanachama wao na malalamiko yoyote yale ya kutokutendewa haki katika uchaguzi yapelekwe mahakamani badala ya kuhamasisha vurugu, fujo na uvunjifu wa amani.

VYOMBO VYA ULINZI NA USALAMA
Kwa vyombo vyetu vya ulinzi na usalama, ninyi ndio washika dau wakubwa wa kulinda amani yetu kwa sababu askari na silaha ziko mikononi mwenu. Kama vyombo vyetu vya ulinzi na usalama vitajiepusha na ushabiki wa kisiasa kwa kupendelea upande fulani tangu wakati wa kampeni hadi kutangazwa matokeo ya uchaguzi, bila shaka nchi yetu itavuka salama. 

Nasaha zetu ni kwa vyombo hivi kubakia bila upande (neutral) kama viapo vyenu vinavyowaelekeza kulinda Tanzania, watanzania na mali zao.

VIONGOZI WA DINI ZOTE
Kwa viongozi wa dini zote nchini, huu ndio wakati muhimu zaidi wa kuzidisha kuwachunga na kuongoza waumini wetu kwa kuwajenga zaidi kiimani, kuwapa hekima na busara na kuwahimiza kuwa wavumilivu na wasamehevu.

Tukumbuke kuwa nje ya majumba ya ibada utakuta wana-CCM, UKAWA, ACT-wazalendo, TLP, TADEA na kadhalika. Lakini wote hawa wakiingia katika majumba ya ibada anuani yao ni moja tu-WAUMINI ima waislamu, wa

Viongozi wa dini tusikubali uchaguzi huu kutawaliwa na upendeleo wowote ule kidini, jinsia, kabila, rangi, hadhi wala tofauti za kiuchumi kwa sisi wenyewe kushiriki kufanya hivyo au kuwavumilia wale wanaofanay hivyo. Kuruhusu hili ni sawa na kuingia na moto katika chumba chenye petrol. Ni wazi nyumba yetu, taifa letu litaungua. 

OFISI YA MSAJILI WA VYAMA VYA SIASA
Msajili wa vyama vya siasa anao wajibu mkubwa kuangalia mwenendo mzima wa vyama vya siasa ili visivunje masharti ya kusajiliwa kwao kwa maslahi ya taifa.
Huko nyuma, ofisi hii imekuwa ikilalamikiwa kwa kukipendelea chama tawala kama inavyotuhumiwa tume ya taifa ya uchaguzi. Safari hii mazingira ni tete hivyo watendaji wa Ofisi ya Msajili wa Vyama waweke maslahi ya taifa mbele.

VYOMBO VYA HABARI
Vyombo vya habari vinao mchango mkubwa kuhatarisha amani au kuilinda. Ushawishi wenu kwa wananchi kwa kutengeneza mitazamo katika jamii (public opinion) kupitia habari zenu utumike vizuri katika uchaguzi mwaka huu.

Vyombo vya habari viripoti kuhusu mchakato huu kwa uadilifu pasina kupendelea wala kupokea rushwa. Mkimjenga mgombea mbovu wananchi wakamchagua au mkishabikia vitendo vinavyohatarisha amani mjue kuwa mtakuwa mmetumia tasnia yenu kuhatarisha amani ya taifa letu na vizazi vijavyo vitawahukumu.

ASASI ZA KIRAIA NA ZA KIDINI (AZAKI)
Asasi za kiraia na za kidini ni wadau muhimu katika uchaguzi huu. Nasaha zetu kwao ni kuhakikisha kwamba kunakuwa na haki sawa (fair play) katika uchaguzi na si kuchochea mitazamo ya kuwagawa wananchi kwa misingi ya kibaguzi.

MAHAKAMA ZA KISHERIA
Mahakama ndiyo kimbilio la wale wote watakaohisi kuonewa. Tungependa kutoa wito kwa wagombea wote, vyama vyote vya siasa na wananchi kwa ujumla kujenga tabia ya kupeleka malalamiko yao mahakamani ili wapate ufumbuzi wa kisheria.

Kama matokeo ya uchaguzi yanaweza kupingwa mahakamani, kwa nini chama au wananchi wajichukulie hatua mikononi mwao? Wito wetu kwa mahakimu na majaji wajiandae kutenda haki kuhusu kesi za uchaguzi.

Hili ni muhimu sana kwa sababu wananchi wakikosa imani ya kupata haki zao mahakamani bila shaka watashawishika kufanya fujo na vurugu ambazo zitapelekea uvunjifu wa amani.

WANANCHI WOTE
Mwisho kabisa kwa wananchi wote, wanasiasa mbali na madai yao ya kutaka kuwatumikia wananchi pia wanacho  kitu wanachokipigania. Kitu hicho ndicho kinachowapelekea kutoa au kupokea rushwa, kufanyiana fitna, majungu, siasa za kuchafuana na hata wako tayari amani ya nchi yetu iharibike iwapo watakikosa kitu hicho. Kitu hicho ni MADARAKA.

Lakini wanasiasa wanahitaji kuungwa mkono na wananchi ili wayafikie malengo yao hayo. Iwapo sisi wananchi tutakuwa wakomavu na kuweka mbele maslahi ya nchi yetu kwanza kwa kuhakikisha chochote kinachoashiria au kuhatarisha amani hakipewi nafasi, tutakuwa tumeliepusha taifa letu na uvunjifu wa amani.

Ndugu wanahabari na watanzania,
Nchi hii ni yetu sote. Kila mmoja wetu ajiulize maslahi gani mazito kwake; maslahi ya mtu mmoja mmoja au maslahi yetu sote kama taifa? Ni kweli madaraka kuwa mikononi mwa watu waadilifu ni jambo la muhimu, lakini tukumbuke nchi kuwa katika hali ya amani na utulivu ni jambo muhimu zaidi.

UNITED NATIONS SUSTAINABLE DEVELOPMENT GOALS AND TARGETS IN TANZANIA

Ahead of the Millennium Development Goals (MDGs) deadline later this year, Tanzania has embarked on an initiative to better empower youth on the UN-Sustainable Development Goals (SDGs) the proposed set of targets after the MDGs. 

Addressing youth in Dar es Salaam yesterday during a symposium titled: “Putting Young people at the Heart of Development” Director for International Cooperation Department at Ministry of Foreign Affairs Ambassador Celestine Mushy said that the United Nations has initiated  SDGs for 2015 – 2030 as the guideline to future international development.

 “Unlike the seven Millennium Development Goals, SDGs are 17 goals and 169 targets to be achieved by2030 ,” he detailed.

According to the Ambassador, the millennium goals in education and health have tremendously improved in Tanzania making it one of the few countries to register such great accomplishment across the whole world.

Nonetheless, Ambassador Mushy cited that, according to 2012 census there is an increment of  32.7 million people  aged between 10  and  35 since 1967  hence; “empowering youth to participate in decision making processes should not only be in development aspects but also in other social, political, economical and environmental aspects.” 

He also urged youth to establish forums that will help them get knowledge on how to participate in national and international development forums.

The Ambassador urged youth to use social media wisely and to avoid distorting traditional and ethical values but rather to bring about great and positive change socially and economically.

In response, Director of Youth Development from the Ministry of Information, Youth, Culture and Sports, James Kajugusi said the government through the National Assembly has brought forward policies on the formation of a youth council which will help the youth convey their problems and proposed solutions.

The MDGs aimed at eradicating extreme poverty and hunger, achieving universal primary education, promoting gender equality and empower women, reducing child mortality, improving maternal health, combating HIV/AIDS, malaria and other diseases and ensuring environmental sustainability.

Among others the SDGs aim at ending poverty in all its forms everywhere, ending hunger, achieving global food security and improved nutrition and promoting sustainable agriculture. Also on the list is ensuring healthy lives and promoting wellbeing for all at all ages.

Other are, ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all as well as achieving gender equality and empowering all women and girls.

Others still are, ensuring  availability and sustainable management of water and sanitation for all,  access to affordable, reliable, sustainable and modern energy for all, promoting sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all.

Also on the list is building resilient infrastructure, promoting inclusive and sustainable industrialisation, and fostering innovation, reducing inequality within and among countries.

SIRI NZITO UVAMIZI, UPORAJI SILAHA NA KUUA KATIKA VITUO VYA POLISI
 
Matukio ya uvamizi wa vituo vya polisi yanayokwenda sambamba na kupora silaha, kuua askari na kujeruhi imebainika kuwa yanasukwa na baadhi ya watumishi wasiokuwa waaminifu waliopo ndani ya Jeshi la Polisi au waliofukuzwa kwa makosa mbalimbali ukiwa ni mkakati wa kumdhoofisha kiutendaji Mkuu wa Jeshi hilo Inspector General of Police [IGP], Ernest Mangu.

Uchunguzi wa kina ambao umefanywa na NIPASHE kwa takribani wiki tatu sasa umebaini kuwa hatua ya baadhi ya askari polisi kuasi ndani ya jeshi hilo kunatokana na kuchukizwa na mambo kadhaa yaliyofanywa na IGP Mangu tangu alipoteuliwa na Rais Jakaya Kikwete kushika wadhifa huo.

Baadhi ya watumishi wa serikali waliozungumza na gazeti hili kwa nyakati tofauti walisema mambo ambayo yamechukizwa baadhi ya watu ndani ya jeshi hilo ni kutokana na kufukuzwa kazi  askari wengi na wengine kubadilishwa vituo vyao vya kazi kwa sababu mbalimbali, mambo ambayo yamefanyika kipindi cha IGP Mangu.

“Unakumbuka wakati Sanya (Laurance Sanya) alipokuwa RPC Mbeya kulitokea tukio moja la uvamizi wa Kituo cha Polisi Tunduma lakini kipindi cha utawala wa IGP Mangu yamejitokeza mengi hapa kuna sababu,” alisema.

Alisema IGP Mangu amekuwa mkuu wa Jeshi la Polisi ambaye ameongoza kufukuza askari hususani wanaokula rushwa ambao hakuwavumilia na ndiyo hao hao wamegeuka kuwa adui wa jeshi hilo kwa kushirikiana na jamaa na ndugu zao ambao bado wapo ndani ya utumishi wa jeshi hilo.

Jambo la pili lililojenga hasira kwa askari hao ni hatua ya IGP Mangu kutoa tishio kwamba askari wote ambao wana vyeti vya kughushi wajisalimishe.

“Taarifa za Mamlaka ya Vitambulisho vya Taifa (NIDA) inaonyesha kuwa zaidi ya watumishi 10,000 wa Jeshi la Polisi wana vyeti vya kughushi lakini kwa bahati mbaya katika awamu zote za utawala wahusika wamekuwa wakiachwa bila kuchukuliwa hatua na sasa IGP Mangu amekuja kuyavumbua,” kilisema chanzo kutoka ndani ya serikali.

Chanzo hicho kilieleza kuwa baada ya IGP Mangu kutoa tamko la kutaka watumishi ndani ya jeshi hilo wenye vyeti vya kughushi wajisalimishe ndipo matukio ya uvamizi wa vituo vya polisi yalipoibuka kwa kasi ili mkuu huyo wa Jeshi la Polisi aonekane ameshindwa kazi na kufukuzwa.

Anaeleza kuwa kuhusisha matukio ya uvamizi huo na suala la ugaidi inaweza kuwa siyo kweli kwa asilimia kubwa kwa sababu mara nyingi magaidi wanaofanya matukio makubwa mfano nchi jirani wanakuwa na silaha kubwa kama AK-47 sasa inawezekanaje kama kweli ni magaidi hapa kwetu wawe wanapora bunduki ndogo za SMG.

Mkurugenzi wa Kituo cha Sheria na Haki za Binadamu (LHRC), Hellen Kijobisimba, alisema matukio ya uvamizi wa vituo vya polisi yameanza kujitengeneza pole pole na sasa yamekuwa makubwa.

“Matuki ya vituo kuvamiwa yalianza kwa wananchi wenye hasira kutaka kutoa watu waliokamtwa na baadaye wakaona kama kumbe ni rahisi kuvamia kuiba silaha, kujeruhi askari na kuua,” alisema.

Alisema wakati hali ya kiuslama ikibadilika, Jeshi la Polisi kwa upande wake bado halijabadilika ili kukabiliana na matukio hayo.

“Zamani usingeweza kuona askari anayetembea barabara ananyang’anywa silaha hata kama huyo askari yukoje, lakini hivi sasa polisi wapo kwenye doria  wanavamia na kunyanng’anywa silaha, wanaenda kama vile nyumbani kwao na bahati mbaya polisi wenyewe hawajashtuka,” alisema.

Kijobisimba alisema polisi wangekuwa wamebadilika kiutendaji matukio hayo  yasingetokea.
Alisema sababu nyingine ya kuibuka kwa matukio hayo ni ndani ya Jeshi la Polisi lenyewe kuna tatizo ambalo inabidi litafutiwe ufumbuzi.

“Ukiangalia tukio la uvamizi wa Kituo cha Polisi Stakishari ni utata, mimi nilikuwa jeshini, utunzaji wa silaha unakuwa very secure (usalama mkubwa), sasa wale Stakishari utunzani wao wa silaha unakuwaje kiasi kwamba wavamizi waliingia mara moja na kuchukua silaha kama kweli hakukuwa na inside job (kazi ya ndani),” alisema na kuongeza:

“Katika tukio hilo pengine inawezekana hata mfungaji wa mlango wa kutunzia ofisi akawa alisahau kufunga kwani wavamizi wasingeweza kufika kirahisi na kupora.”

Bikijobisimba alisema mambo hayo yanaweza sehemu ambayo kuna askari ambao siyo waadilifu kutokana na jinsi wanavyopewa mafunzo.

“Zamani kulikuwa na utaratibu mtu akitaka kuajiriwa polisi wanaangalia urefu ndiyo wanachukuliwa, lakini leo hii hata wafupi wapo wengine na inawezekana wanapelekwa na ndugu zao na pia mafunzo yanatolewa kwa miezi sita wakati zamani ilikuwa miezi tisa,” alisema.

Alisema mafunzo ya miezi sita kimsingi hayawezi kutosha kumfundisha askari kuwa katika maadili mazuri na mkakamavu kiasi cha kuaminiwa kuwa mlinzi wa taifa.

Kijobisimba alisema ili kukabiliana na matukio hayo kuna umuhimu wa Jeshi la Polisi kutafuta chimbuko la matukio ya uvamizi wa vituo vya polisi kwani lazima kutakuwa kuna tatizo.

Naye mwanaharakati wa haki za binadamu, Julius Niselia, alisema matukio hayo yanaonyesha kuwa mabadiliko ya uongozi ndani ya Jeshi la Polisi yaliyomwingiza IGP Mangu hayakupokelewa vizuri ndani ya jeshi hilo na baadhi ya askari waliokuwa watii kwa uongozi uliondoka ambao wamekumbana na fagio la chuma la uongozi mpya na ndiyo wanaofanya njama hizo.

“Mangu ni mkali sana hapendi askari wanaofanya uovu hivyo amekuwa akichukua hatua haraka na kusababisha malalamiko kwa askari ambao walilelewa vibaya ndani ya jeshi hilo na viongozi wapole wasiochukua hatua,” alisema.

“Askari wanaofukuzwa kwa utovu wa nidhamu ndiyo wanaounda magenge ya kihalifu ili kumdhoofisha IGP Mangu aonekani hafai kiutendaji,” alisema.

Kwa upande wake, Askofu wa Kanisa la Pentekoste World Mission International, Samson Mwalyego, alisema chanzo cha matukio hayo ni kuporomoka kwa maadili ndani ya Jeshi la Polisi.

Alisema ndani ya jeshi hilo watumishi wanajali zaidi rushwa na wamekuwa siyo wa siri wanapopewa taarifa jambo ambalo limewakatisha tamaa wananchi kushirikiana nalo.

Wakati hayo yakiendelea baadhi ya askari polisi wamelalamikia kitendo cha serikali kupuuza malalamiko yao mbalimbali ikiwamo ubaguzi katika upandishaji wa madaraja na nyongeza ya kima cha mshahara tangu miongoni mwao walipopandishwa vyeo Agosti, 2014.

Taarifa za uhakika kutoka ndani ya jeshi hilo zinaeleza kwamba, kutokana na hali hiyo kiwango cha utendaji kazi kwa polisi hao kimeshuka kutokana na uongozi wa juu kukaa kimya.

Hata hivyo, imefahamika kwamba tatizo hilo limefanywa kuwa siri na hakuna askari anayeruhusiwa kuzungumzia kwa uwazi.

Askari wachache ambao walikuwa mstari wa mbele kufuatilia suala hilo, imedaiwa sasa wamenyamazishwa baada ya kupewa stahiki zao kinyemela.

“Tumevumilia vya kutosha jambo hili, hivi vyeo tulivyopewa ni kama hewa, tukiuliza ngazi za juu hawatupatii majibu ya kuturidhisha,” kilisema chanzo kimoja.

Mmoja wa askari hao ambaye alitaka jina lake lisitajwe, alisema malalamiko hayo yanawahusu askari wengi nchi nzima ambao walikwenda katika mafunzo mwaka jana.

Alisema licha ya kufanya vizuri na kupandishwa vyeo mbalimbali vya kijeshi, mishahara yao imebaki kama mwanzo jambo ambalo limewarudisha nyuma kiutendaji.

“Huwezi kufanya kazi nzuri katika hali hii, tunachoomba serikali isikilize kilio chetu na kututatulia,”  alisema askari huyo.

Askari mwingine alisema huko nyuma waliunda kamati maalum ya kufuatilia suala hilo ngazi za juu za jeshi hilo, lakini walikatishwa tamaa baada ya kuona kuna tatizo katika mchakato wa kuwaongezea maslahi.

“Jambo la kusikitisha watu wachache walionekana wasemaji waliingiziwa pesa za nyongeza, tuliobaki hatujui tutafikiwa lini na hakuna anayethubutu kusema kwa uwazi ili kulinda kibarua chake,” alisema.

TUME YAUNDWA
Askari hao walidai mwanzo wa mwaka huu serikali ilifanya uhakiki wa watu wanaotakiwa kuongezewa mishahara kulingana na nafasi zao za kazi.

Alisema licha ya kupewa ushirikiano na askari hao katika vituo vyote walivyotembelea, hadi sasa hakuna jibu lolote walilopewa, badala yake walitakiwa kuukaa kimya.

“Tunajua IGP anajua tatizo hili vizuri, tunamuomba atusikilize malalamiko yetu na kuyafanyia kazi kwa haraka,” alisema.

VITUO VILIVYOVAMIWA
Katika kipindi cha kuanzia Juni, 2014 mpaka Julai 13, mwaka huu, bunduki 53 zimeporwa katika matukio ya uvamizi wa vituo vya polisi na askari 11 kuuawa.

Vituo vya polisi vilivyovamiwa  ni Newala mkoani Mtwara, ambako bunduki tatu ziliporwa, mkoani Pwani katika wilaya ya Ikwiriri  (bunduki saba), Kimanzichana, wilaya ya Mkuranga (bunduki tano) mbili zikiwa za polisi na tatu za raia zilizokuwa zimezihifadhiwa.

Vingine ni Kituo cha Polisi Ushirombo wilaya ya Bukombe, mkoani Shinyanga bunduki 18 ziliporwa, ingawa baadaye zilipatikana zote.

Kituo cha Polisi Pugu Machinjioni, mkoani Dar es Salaam na Tanga, askari waliokuwa katika shughuli za ulinzi na doria walishambuliwa na kuporwa silaha tatu na Kituo cha Polisi Stakishari, Dar es Salaam ambako bunduki 20 ziliporwa na askari wanne na raia watatu kuuawa.
